Billy (also known as Billy Jenkins) is a child who appeared only in Toast of T.U.F.F. He was sent to the fourth dimension by Keswick, who performed at his birthday party as "Mr. Science".

- With his species being a goat, his name Billy is a reference to the Billy goat (another term for the domestic goat).
